Job Title: Facility Superintendent
Department: Facility Maintenance Immediate Supervisor: Asst. Jail Administrator
BRIEF DESCRIPTION OF THE JOB: Supervises, coordinates and manages activities of facility and technicians. Manages repairs, maintenance and security of facility. Receives and directs work of outside contractors. Inspects building and grounds to determine needed resources. Ensures the required inspections and testing required by The Texas Commission on Jail Standards are completed within the required time frames. Trains personnel.

Supervises and coordinates activities by directing personnel, buildings and grounds maintenance, ensuring that the necessary equipment, supplies and time are available and that the work is completed in a timely manner.

Updates facility information by studying specifications, plans and blueprints to determine the repairs or installations needed.

Directs training of employees by acquainting employees with policies and procedures and providing training programs to improve performance, production and safety.

Manages buildings and grounds maintenance by determining the type of work required for the task, preparing requisitions, obtaining needed equipment and materials, compiling information for the buildings and grounds maintenance standards and inspecting the buildings and grounds.

Performs related duties by preparing various reports, gathering information for the yearly budget, serving as a sounding board for employees' work related concerns, developing and implementing policies and procedures and gathering cost estimates for improvement and repairs.

Formal Education / Knowledge
|
Work requires knowledge of a specific vocational, administrative, or technical nature. Completion of required Jail Academy and Texas State Jailer’s License from Texas Commission on Law Enforcement Officer Standards and Education.
Completion of specific training regarding facility’s security systems,
camera system, heating/air systems and plumbing/sewer system.

Experience
|
Minimum five (5) years experience
|

Certifications and Other Requirements
|
Valid Texas Class C Driver’s License
Meet same requirements as detention offier for employment/licensing
|

Reading
|
Work requires the ability to read bid packets, contracts, blueprints, site plans, MSDS reports, EPA information, budgets and manuals.
|
|
Math
|
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.
|
|
Writing
|
Work requires the ability to write reports, contracts, job evaluations and general correspondence.
|
|
Managerial
|
Planning responsibilities include managing renovations and tasks and coordinating with other departments and agencies.
|

Budget Responsibility
|
Work requires ability to provide input regarding projected expenses for facility
|
|
Supervisory / Organizational Control
|
Work requires supervising and monitoring performance for a group of regular employees in a work unit, including providing input on hiring/disciplinary actions and work objectives/effectiveness, and realigning work as needed. Employee evaluations.

Work is governed by broad instructions, objectives, and policies. Work requires the exercise of considerable initiative and independent analytical and evaluative judgment.

Interpersonal / Human Relations Skills
|
The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the County such as Purchasing and Public Services which may be involved in decision making or providing approval or decision making authority for purchases or projects. In addition, these incumbents work with individuals outside the County who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Meetings and discussions may be conducted with customers, brokers and sales representatives.
